Prof. Jehan Sher

Prof. Jehan Sher is a senior development professional who is the Executive Director of Qafela. He is having over 30 years of experience in education/academic management as well as in managing large-scale, donor-funded programs in humanitarian response, livelihoods, governance, education, and community-based development across Pakistan. He holds an M.Phil/MS degree in English Literature from Bacha Khan University Charsadda and Master’s degree in English from the University of Peshawar and has undertaken extensive professional training in disaster management, participatory development, monitoring and evaluation, governance, and human rights. Prof. Jehan Sher currently serves as Executive Director of QAFELA, where he leads organizational strategy, program planning, implementation, monitoring, and donor coordination. He has successfully managed and overseen projects funded by major international donors including USAID, ADB, DFID, SDC, UNDP, FAO, IRC, Merlin UK and ERRA, ensuring compliance with donor requirements, effective financial management, and delivery of results. He has played a central role in strengthening QAFELA’s MEAL systems, institutional governance, and reporting quality. His professional background demonstrates extensive experience in complex, multi-district program management. As Senior Director with the USAID-funded FATA Livelihood Project, he supervised large field teams and coordinated closely with government counterparts in the former FATA region. He also served as Senior Livelihood Management Coordinator under the ERRA/FAO Livelihood Rehabilitation Project, overseeing implementation across five earthquake-affected districts of Khyber Pakhtunkhwa and co-chairing the provincial Livelihood Working Group. Prof. Jehan Sher has significant experience in humanitarian coordination and emergency response. With organizations such as MERLIN and IRC, he supervised large multidisciplinary teams delivering health, protection, and community development services in IDP camps and disaster-affected districts following major emergencies. His work included protection programming, promotion of human rights, and coordination with government hospitals and relief authorities. Earlier in his career, Prof. Jehan Sher worked extensively on participatory development and governance programs, including as Regional Manager for the UNDP/SDC-funded EIROP project, where he trained thousands of male and female local council representatives in governance, leadership, and gender inclusion across multiple districts. He also served as Team Leader on DFID-, ADB-, and Planning Commission– supported assignments focused on participatory poverty assessment, rural development planning, and qualitative socio-economic surveys in remote and conflict-affected areas. In addition to his development sector leadership, Prof. Jehan Sher has held senior academic and administrative roles, including Principal of Government Degree Colleges in Mingora and Madyan, where he led institutional modernization efforts and achieved recognition for performance excellence. This experience strengthens his capabilities in organizational leadership, systems strengthening, and capacity building. Prof. Jehan Sher has received advanced training in management of educational institutions, PRA and PPA methodologies, disaster risk management, humanitarian standards (including Sphere), MEAL systems, social protection, conflict resolution, and security management. He is fluent in English, Urdu, and Pashto, enabling effective engagement with communities, government stakeholders, and international partners.
