PROJECT OVERVIEW

Operation and Management of Low-Performing Government Primary Schools in Swat and Buner Districts, Khyber Pakhtunkhwa, Pakistan

QAFELA is implementing a 10-year education project under an agreement with the Elementary & Secondary Education Foundation (ESEF), Government of Khyber Pakhtunkhwa. The project covers 31 Government Primary Schools 18 in District Swat and 13 in District Buner, located in some of the province’s most underserved and remote communities. The initiative is being implemented through the JV of QAFELA & Falcon College of Nursing & Health Sciences. With 24 of the 31 schools dedicated to girls’ education, the project places a strong emphasis on expanding educational opportunities for girls from disadvantaged families. It aims to increase school enrolment, improve the quality of primary education, and provide safe, inclusive, and child-friendly learning environments where every child can reach their full potential. Since its launch in March 2026, QAFELA has recruited qualified teaching and administrative staff, delivered professional capacity-building training, and implemented extensive community mobilization and enrolment campaigns. These efforts have led to remarkable improvements in both student enrolment and the quality of education. To date, the project has enrolled 3000 students, representing an impressive 380% increase over the baseline enrolment at the time of handover. Enrolment campaigns continue in the remaining five summer-zone schools, and the total number of enrolled students is expected to increase further. Beyond expanding access to education, the project is introducing learner-centred teaching approaches that promote creativity, critical thinking, confidence, and active participation. Through this initiative, QAFELA is strengthening the public education system in Khyber Pakhtunkhwa while empowering children-particularly girls in remote and marginalized communities-with the knowledge, skills, and opportunities they need to build a brighter future.
