Syed Javed Shah

Quick-Change Association for Educational Promotion, Livelihood Development and Awareness (QAFELA)

Syed Javed Shah is a highly experienced development professional with more than twenty-two years of experience in humanitarian assistance, education, WASH, infrastructure development, community mobilization, livelihood development, and project management. Throughout his career, he has worked with leading national and international organizations, successfully implementing donor-funded development and emergency response projects across Pakistan.

As Member of the Board of Governors (BOG) and Director Operations at QAFELA (Quick-Change Association for Educational Promotion, Livelihood Development and Awareness), Engr. Javed Shah provides strategic and operational leadership to the organization. He oversees the planning, implementation, and monitoring of QAFELA’s programs and projects while ensuring quality, accountability, and effective resource management. His responsibilities include project planning and design, operations management, partnership development, stakeholder coordination, community engagement, fundraising, proposal development, monitoring and evaluation, and reporting to the Board of Governors and development partners.

Before joining QAFELA, Javed Shah gained extensive professional experience in education, health, humanitarian response, and community development. He served as Project Officer with Islamic Relief, where he contributed to humanitarian and development initiatives. He also worked as a WATSAN Engineer with UNICEF’s Swat Elementary Education Program (SEEP), supporting water, sanitation, and hygiene interventions in schools and communities. Earlier, he served as Assistant Engineer with the Pakistan Village Development Program (PVDP) under a UNICEF-supported WASH project in Battagram KP. His professional experience also includes serving as Field Engineer for the FATA Livelihood Development Project (FATA-LDP), implemented by USAID and the FATA Secretariat, where he contributed to infrastructure and livelihood improvement initiatives. He worked as Sub Engineer with the International Rescue Committee (IRC) in Shangla, Social Mobilizer with Dosti Development Foundation (DDF) in Mansehra KP, and Administrator of the Duaa Rural Health Point (DRHP) in Madyan, Swat. Earlier in his career, he also worked as Associate Engineer (Civil) and Managing Owner of Modern Engineering Consultant Pvt. Ltd., Madyan, Swat.

Engr. Javed Shah possesses extensive expertise in project management, engineering, WASH, education, humanitarian response, community mobilization, conflict resolution, stakeholder engagement, partnership development, team leadership, proposal writing, monitoring and evaluation, and organizational development. His ability to lead multidisciplinary teams, build strong community partnerships, and manage complex donor-funded projects has significantly contributed to the success of numerous development initiatives.With his broad technical knowledge, leadership abilities, and unwavering commitment to sustainable development, Engr. Syed Javed Shah continues to play a vital role in strengthening QAFELA’s mission of empowering communities through quality education, resilient livelihoods, humanitarian assistance, climate action, health, and inclusive community development.
