It is my pleasure to welcome you to the official website of QAFELA.
At QAFELA, we believe that sustainable development cannot be achieved unless women and men, girls and boys, enjoy equal rights, equal opportunities, and equal access to the resources that enable them to reach their full potential. Gender equality is not only a fundamental human right but also a cornerstone of inclusive, peaceful, and sustainable development. It is this conviction that inspires and guides our work.
Since its establishment, QAFELA has remained committed to improving the lives of vulnerable and marginalized communities through quality education, accessible healthcare, sustainable livelihood opportunities, climate change adaptation, humanitarian response, public awareness, human rights advocacy, and gender mainstreaming. Across all our programmes, we strive to ensure that women, girls, persons with disabilities, and other underserved groups are not only beneficiaries of development but active participants and leaders in shaping their own futures.
As Vice Chairperson, I firmly believe that empowering women strengthens families, enriches communities, and accelerates national development. When girls have access to quality education, when women are able to participate in decision-making, when communities reject discrimination and embrace inclusion, and when equal opportunities are available to everyone, societies become more resilient, productive, and prosperous. Gender mainstreaming is therefore not a separate activity—it is a guiding principle that is integrated into every stage of our planning, implementation, monitoring, and evaluation.
At QAFELA, we are committed to creating safe, inclusive, and equitable environments where every individual is respected regardless of gender, age, disability, ethnicity, religion, or socioeconomic background. PROFILE
Quick-Change Association for Educational Promotion, Livelihood Development and Awareness (QAFELA)
Shahnaz Mazhar is an accomplished Social Development and Resettlement Specialist with over 30 years of progressive experience in gender mainstreaming, social safeguarding, resettlement planning, and community development. She has led major development projects funded by USAID, ADB, DFID, UNDP, AKDN, and IRC, focusing on the empowerment of women, marginalized groups, and persons with disabilities.
Currently serving with SMEC (Snowy Mountains Engineering Corporation) on the Gabral Kalam and Madyan Hydropower Projects, she oversees social and resettlement instruments, livelihood restoration, and grievance redressal mechanisms. Previously, she worked as District Program Manager (IRC), Gender and Liaison Officer (EPS), and Senior Gender Coordinator (PERRA/UN Women), contributing to large-scale programs in education, rehabilitation, and gender equality.
Shahnaz holds a Master’s in Sociology and a Bachelor’s in Education and Arts from Allama Iqbal Open University. Her extensive international exposure includes professional training and study visits to Nepal, Turkey, Germany, Thailand, Tajikistan, South Korea, and Sri Lanka, emphasizing gender, governance, and social inclusion. She has also received the Employee of the Year Award (IRC, 2009) for exceptional leadership in social sector programs.
