When Disaster Struck
In the summer of 2022, unprecedented flash floods swept through Tehsil Bahrain, District Swat, causing one of the worst humanitarian disasters in the region’s recent history. Entire villages were submerged by floodwaters, thousands of families lost their homes, and critical public infrastructure—including roads and bridges—was destroyed within hours.
Among the hardest-hit communities were Angar Abad, Cham Gharai, Mankyal, Drub, Shahgram, Bashigram, Kalam, Madyan, and many other villages across Tehsil Bahrain. Families were displaced overnight, livelihoods were destroyed, and access to healthcare, education, markets, and other essential services was severely disrupted.
For thousands of people, rebuilding their lives seemed impossible.
QAFELA’s Immediate Response
Within hours of the disaster, QAFELA activated its emergency response mechanism and established a Coordination and Facilitation Center for Relief and Rehabilitation at Swat Holiday Hotel, Madyan, to coordinate emergency operations in the flood-affected areas of Upper Swat.
The center became the hub for emergency coordination, rapid needs assessments, community outreach, humanitarian liaison, and donor coordination.
Recognizing that the scale of the disaster exceeded local capacities, QAFELA’s leadership immediately launched an international resource mobilization campaign. Through emergency appeals, donor communications, and continuous coordination, QAFELA reached out to humanitarian organizations and philanthropic partners worldwide to advocate for the urgent needs of the affected communities.
Building Partnerships That Delivered Results
Responding to QAFELA’s appeal, the International Development and Relief Foundation (IDRF), Canada, and the British Columbia Muslim Association (BCMA), Canada, partnered with QAFELA to support flood-affected communities.
The IDRF and BCMA management team, accompanied by their Country Directors and QAFELA’s Chairman of the Board of Governors (BOG) and management team, visited the disaster-hit areas to assess the situation firsthand. Rather than relying solely on reports, they traveled to the devastated villages of Mankyal, Cham Gharai, Angar Abad, and other affected communities, where they met displaced families, listened to their experiences, and witnessed the scale of destruction.
This field-based assessment ensured that humanitarian assistance was driven by genuine community needs and reached those who had suffered the greatest losses.
Restoring Dignity Through Cash Assistance
Following the field assessment, IDRF and BCMA approved an emergency cash assistance program worth approximately PKR 30 million to support the most vulnerable households.
With QAFELA leading beneficiary identification, verification, coordination, and transparent implementation, each family whose home had been completely destroyed received PKR 220,000 in direct cash assistance.
To ensure transparency and accountability, QAFELA organized a formal cash distribution ceremony at Madyan Hotel, where financial assistance was distributed directly to eligible beneficiaries in the presence of community representatives, local stakeholders, and partner organizations.
For families who had lost everything, this assistance represented far more than financial support—it restored hope, dignity, and the opportunity to begin rebuilding their lives.
Reconnecting Isolated Communities
During the joint field visit to Bahrain, representatives of the local Falahi Committee informed the visiting delegation that a vital community bridge had been completely washed away by the floods. The destruction of the bridge had isolated several villages, cutting off access to schools, health facilities, markets, and emergency services.
After personally assessing the situation, the IDRF and BCMA management, in collaboration with QAFELA, immediately approved PKR 1 million in financial assistance for the reconstruction of the bridge.
Working closely with community members, the Falahi Committee, and local leadership, the bridge was successfully rebuilt, restoring safe access and reconnecting thousands of people to essential services. This intervention demonstrated the power of community-driven recovery and highlighted the importance of investing not only in households but also in critical community infrastructure.
Beyond Emergency Relief
QAFELA understood that recovery does not end with emergency assistance.
Following the cash distribution, QAFELA continued engaging philanthropists, charitable foundations, and humanitarian partners to mobilize additional resources for housing reconstruction and long-term recovery. Although the emergency grants alone could not fully rebuild damaged homes, they enabled families to purchase construction materials, lay foundations, and begin rebuilding their homes with dignity and confidence.
QAFELA remained actively engaged with affected communities throughout the recovery process, ensuring that humanitarian assistance translated into sustainable rehabilitation rather than temporary relief.

The 2022 flood response demonstrated the power of locally led humanitarian action strengthened through international partnerships.
Through effective coordination, transparent financial management, strong community participation, and trusted donor relationships, QAFELA successfully transformed international solidarity into tangible recovery for flood-affected families.
